For many years, the State Government has increasingly framed legislation on environmental matters, from requiring greater energy efficiency for buildings, ‘environmental flows’ for rivers, erosion and sedimentation control plans, through to new legislation to avoid and minimise waste. Consequently, some of these issues are required by a specific law (eg. waste management, bushfire protection) whilst others are set as state-wide policies.
A major component in Sydney being awarded the year 2000 Olympic games was its ‘green’ approach. Greenpeace had produced an excellent booklet with a vision of what could be. The ideas were then pursued as part of the successful games bid with a view to it becoming a showcase of Australia’s environmental credentials. The first task was to deal with a hundred years of industrial wastes and pollution as over 50% of the site was a former landfill, 60 hectares were classified as ‘unhealthy land’, and four hectares were subject to orders under the Environmentally Hazardous Chemicals Act.
The Olympic village was designed to be largely self-sufficient in energy production with solar cells on rooftops; energy and water management systems minimised usage; water was recycled for landscaping; sewage was treated on-site; buildings included passive solar designs and environmentally friendly materials used. PVC (normally used in drainage pipes etc) was banned due to concerns over pollution and toxicity in manufacture. The plastics industry responded with CSIRO research arguing that whilst PVC has carcinogenic properties in manufacture, it is environmentally benign in use.
